The proposed framework is valued between $35 billion and $50 billion, granting the U.S. access to technology from approximately 200 Ukrainian drone, artificial intelligence, and electronic warfare companies. Notably, half of the production is designated for American partners. The structure is designed to be flexible, allowing U.S. officials to select from various manufacturers and technologies as they evolve. One option under consideration involves establishing joint drone facilities in the U.S. with equal participation from Ukrainian and American entities.

Zelenskyy described the package as encompassing “different kinds of drones and air defense,” emphasizing that the systems are designed to operate cohesively to defend against numerous threats, including Iranian Shahed drones and missiles. Ukraine’s Advancements in Drone Technology

Since the onset of the full-scale invasion, Ukraine has significantly enhanced its drone capabilities, intercepting over 90% of Russian Shahed-type drones and producing approximately 4.5 million drone units annually across more than 500 manufacturers. The Sting interceptor, for instance, has achieved nearly 4,000 drone kills since May 2025.

The proposed deal also carries diplomatic implications, as Ukraine aims to leverage its drone expertise in ongoing peace negotiations. A signed production agreement with the U.S. would provide Ukraine with a tangible achievement to present domestically and to Moscow.
